सीधे बात करता हूँ।
बजट आते हैं, बड़े बड़े numbers सुनाई देते हैं, अखबार में headlines छपती हैं और फिर धीरे धीरे सब भूल जाता है। लेकिन इस बार पश्चिम बंगाल का बजट थोड़ा अलग है क्योंकि इसमें जो ऐलान हुए हैं वो directly आम घरों को affect करते हैं, खासकर उन घरों को जहाँ कमाई कम है और खर्चे ज़्यादा।
वित्त मंत्री स्वपन दासगुप्ता ने जो budget पेश किया उसमें तीन बड़ी बातें हैं। एक, महिलाओं को हर महीने पैसा। दो, 1 लाख सरकारी नौकरियाँ। और तीन, industries को बुलाने की कोशिश। इन तीनों को एक एक करके देखते हैं।
₹36,000 करोड़ और हर महीने ₹3,000, यह अन्नपूर्णा योजना है क्या बला?
सरकार ने अन्नपूर्णा योजना के लिए 36,000 करोड़ रुपये रखे हैं। इस scheme के तहत पात्र महिलाओं को हर महीने 3,000 रुपये मिलेंगे यानी साल में 36,000 रुपये।
अब 36,000 करोड़ कितना बड़ा है? इसे ऐसे समझो कि कई छोटे राज्यों का पूरा सालाना budget इससे कम होता है। और अगर हर महीने 3,000 रुपये की बात करें तो यह किसी working class family के लिए राशन का खर्च निकाल सकता है, बच्चे की school fees का एक हिस्सा दे सकता है।
लेकिन सबसे बड़ा सवाल जो हर किसी के मन में है वो यह है कि “पात्र महिलाएँ” कौन हैं। Income limit क्या होगी, कौन से documents चाहिए, registration कहाँ होगा, यह सब अभी clear नहीं है। और honestly कहूँ तो यही वो जगह है जहाँ हमेशा असली game होता है। Scheme बड़ी होती है लेकिन eligibility criteria इतने tight होते हैं कि फायदा सीमित लोगों को ही मिलता है।
West Bengal में rural women की संख्या बहुत ज़्यादा है। अगर यह scheme genuinely उन तक पहुँची तो local economy में एक बड़ा boost आएगा। जब गाँव की औरत के हाथ में पैसा आता है तो वो उसे घर पर खर्च करती है, बाज़ार में सामान खरीदती है, बच्चों पर लगाती है। यह money circulation होता है जो छोटे कारोबारियों के लिए भी अच्छा है।
1 लाख नौकरियाँ सुनकर हर घर में एक उम्मीद जगी है
Government job का मतलब बंगाल में आज भी बहुत लोगों के लिए “set हो गए” होता है। Security, pension, respect, सब कुछ एक साथ। इसीलिए 1 लाख vacancies भरने का ऐलान सुनकर जिन घरों में बेरोज़गार बच्चे हैं वहाँ खुशी की एक लहर ज़रूर आई होगी।
इसमें 33 percent यानी करीब 33,000 jobs महिलाओं के लिए reserved रहेंगी। यह एक अच्छा कदम है। Government sector में जब महिलाओं की संख्या बढ़ती है तो decision making बेहतर होती है और एक role model effect भी create होता है।
पर एक बात जो मैंने notice की है वो यह है कि West Bengal में government recruitment का इतिहास बहुत smooth नहीं रहा। Teacher recruitment scam हो या दूसरे departments में भर्ती विवाद, अदालतें बीच में आती रही हैं। तो 1 लाख jobs का ऐलान तो हो गया लेकिन process कितनी transparent होगी और कब तक पूरी होगी, यह देखना बाकी है।
और एक और बात, यह 1 लाख पद नए बनाए जा रहे हैं या पहले से खाली पड़े हैं जो भरे नहीं गए थे, यह फर्क बड़ा है।
₹5,000 करोड़ industry के लिए और एक पुराने कानून पर नज़रसानी
यह वो हिस्सा है जो long term में सबसे ज़्यादा matter करता है।
West Bengal कभी India का industrial powerhouse था। Kolkata एक वक्त देश का सबसे busy commercial center था। फिर धीरे धीरे industries गुजरात, Maharashtra और Tamil Nadu की तरफ shift होती गईं। इसके पीछे कई कारण थे जो अब discuss करने का वक्त नहीं है, लेकिन reality यह है कि state को फिर से investors की ज़रूरत है।
Private industry को attract करने के लिए 5,000 करोड़ के incentives का ऐलान हुआ है। साथ में Urban Land Ceiling Act को re-examine करने की बात कही गई है। यह एक पुराना कानून है जो cities में किसी एक person या company के पास कितनी ज़मीन हो सकती है उसकी limit तय करता है। बड़े industrial projects के लिए बड़ी ज़मीन चाहिए होती है और यह कानून कई बार उसमें अड़चन बन जाता है।
अगर इस कानून में sensible changes होती हैं तो real estate और manufacturing दोनों sectors में investment आ सकती है। Kolkata और उसके आसपास के इलाकों में काफी potential है जो अभी utilize नहीं हो रहा।
Investors के लिए इस budget में क्या signal है?
Stock market की बात करें तो West Bengal budget कुछ sectors पर असर डाल सकता है।
FMCG companies जो rural markets में काम करती हैं उनके लिए यह अच्छी खबर है। जब 36,000 करोड़ rural women तक पहुँचेंगे तो वो पैसा FMCG products पर खर्च होगा, साबुन हो, तेल हो, आटा हो या बिस्किट।
Real estate और construction से जुड़ी companies को Urban Land Ceiling Act में बदलाव से फायदा हो सकता है। और अगर ₹5,000 करोड़ के incentives से industries सच में आईं तो infrastructure और logistics companies भी benefit लेंगी।
लेकिन यह सब conditional है। State level budget का stock market पर immediate और direct असर कम होता है। यह एक long term signal है
